Brazil’s electric power sector is undergoing a significant regulatory overhaul. Provisional Measures No. 1,300 and No. 1,304, published between May and July 2025, introduce structural changes aimed at expanding the free energy market, revising subsidies, and containing costs.
Key points include: full opening of the free energy market, new rules for self-production, elimination of tariff discounts, and the creation of a cap for the CDE (Energy Development Account).
